Overview

Starting in 2016, all new and used light-duty vehicles (passenger vehicles with a GVWR less than 2500 kg) in Peru must meet either the Euro 4 or the US Tier 2 standards. Medium-Duty vehicles (passenger vehicles greater than 2500 kg, commercial vehicles less than 3500 kg) must meet either the Euro 4 or US Tier 2 Bin 5 requirements. In 2021, Peru established standards that require light-duty vehicles to comply with Euro 6b or U.S. Tier 3/EPA 2010 emissions limits by October 2024.

History

Maximum permissible emission limits for existing light-duty vehicles, new imported or domestically assembled vehicles and used imported vehicles were first established by Supreme Decree (Decreto Supremo) Nº 047-2001-MTC on 31 October 2001. An amendment to introduce Euro 4 standards, Supreme Decree N° 010-2017-MINAM, which are currently applicable, was made on 30 November 2017. A similar amendment, Supreme Decree Nº 029-2021-MINAM, was made on October 17th 2021 and requires new and used light-duty vehicles to comply with Euro 6b standards. Key steps in Peru’s light-duty vehicle emission control program are as follows:

  • Since 1 January 2003 all new light-duty vehicles in Peru have been required to meet either U.S. (Tier 0) or EU (Euro 2) emission standards.
  • Starting in 2007, new light-duty vehicles must meet Euro 3 requirements, with U.S. Tier 1 as an option.
  • Starting in April 1, 2018, new light-duty vehicles must meet Euro 4 requirements, with U.S. Tier 2 as an option.
  • Starting in October 2024, new light-duty vehicles must meet Euro 6b requirements. A U.S. compliance option is not provided for this set of standards.

Technical Standards

Emissions requirements for light- and medium-duty vehicles are summarized in the following tables. Light- and medium-duty vehicles have the option of following EU or US emission standards. Manufacturers and importers must use the New European Driving Cycle (NEDC) when measuring compliance with Euro 6b emissions limits.
